A buyer checklist for product identity, operator details, languages, claims and signed packaging proofs before an EU private-label print run.
QQIP Editorial · Published 2026-11-04

Before approving a private-label retail box for an EU order, freeze three things together: the exact product revision, the business responsible for each safety obligation, and the artwork plus instructions for each destination country. Ask the factory for a physical pack proof only after those inputs agree. A logo file and an attractive carton mock-up are not enough to release print production.
This checklist is for brand buyers preparing packaging for consumer sexual wellness products. Determine the rules for the actual product first: powered, radio-connected, medical-purpose and other configurations can bring additional legislation into scope. The steps below address the packaging handover; they do not replace that product assessment.
Decide whose information belongs on the pack
Selling an outsourced product under your own name or trademark can make your business the manufacturer for EU product rules. Your Europe explains that the role includes having a product made and marketing it under your own name. Identify the legal manufacturer before copying the contract factory's details onto artwork. Your Europe: business roles.
Make a separate record for the importer and the EU-based responsible economic operator. One business may perform more than one role; a Chinese factory, a brand owner and a freight forwarder are not automatically interchangeable. Put the confirmed entity names, contact details, role and person who approved them in the packaging brief. The factory's artwork operator should receive approved text rather than decide these roles from an invoice.
Allocate information to the correct surface
The GPSR gives different placement rules for different information. Article 9(5) puts product identification on the product, with packaging or an accompanying document allowed where size or nature prevents it. Article 9(6) similarly requires manufacturer contact information on the product, using packaging or an accompanying document where that is not possible. Article 16(3) allows the responsible operator's information on the product, packaging, parcel or accompanying document. Check the actual wording before choosing a small box label as the location for everything. GPSR, Articles 9 and 16.
Use the following as an editorial handover worksheet. Complete the product-specific legal review before approving each location.
| Item to resolve | Record in the artwork brief |
|---|---|
| Product identity | Approved model, variant and batch or serial identification method; exact location |
| Manufacturer | Confirmed legal identity, postal and electronic contact details; approved location |
| EU responsible operator | Confirmed role and contact details; agreed product, pack, parcel or document location |
| Importer, where applicable | Name and contacts, with the applicable placement requirement checked separately |
| Instructions and warnings | Approved text, market language, version and location |
| Pack contents | Product revision, cable, accessories, leaflet and inserts actually ordered |

Confirm languages and claims before layout
Prepare one language list for the countries where this order will be offered. Article 9(7) links instructions and safety information to a language consumers can easily understand, as determined by the relevant Member State, and includes an exception for products that can be used safely as intended without them. Do not assume an English-only leaflet serves every EU launch. Assign a reviewer to each required language. GPSR, Article 9(7).
Keep a claim register beside the artwork: proposed wording, evidence for this configuration, reviewer and final wording. This is especially useful for material, ingress-protection, charging and runtime claims. Compare the instructions with the approved sample's connector, controls, supplied accessories and cleaning method. Remove an inherited claim when its evidence belongs to a different revision.
Do not instruct the printer to add a universal set of compliance symbols. Ireland's CCPC distinguishes products requiring CE marking under applicable harmonisation legislation from the GPSR category, which does not itself require CE marking. Select markings from the actual product assessment. CCPC importing guidance.
Sign a physical proof with its complete file set
Ask the factory to assemble a proof using the agreed carton, insert, leaflet and all included items. Check that the approved contents fit without changing the box after the dieline is signed. Read the text at its printed size. Confirm that folds, seals, sleeves and retailer stickers do not cover required information. Photograph every printed face and the opened pack for the approval record.
Return a release record naming the product revision, dieline revision, artwork file, leaflet version, languages and physical proof. Give the factory one written approval owner. If the cable, product size, contact entity or warning text changes later, identify which files must be reviewed again before another print run. Keep rejected proofs separate from the released version.

Check the online offer against the released pack
Send the same approved identity and safety information to the team preparing the retail listing. GPSR Article 19 addresses information visible in distance-sale offers, including product identity, manufacturer contacts, the responsible person's contacts where the manufacturer is outside the EU, and relevant warnings. A pack photograph alone can leave the listing team without usable text. GPSR, Article 19.
For a first factory discussion, attach your OEM manufacturing brief, the intended markets and the worksheet above. Ask the supplier to return the physical pack proposal and document versions against that specific order. Keep packaging waste, registration and any product-specific marking review as separate work items with named owners; a signed print proof is only the packaging production approval.
